Duties

You will supervise a team of supply specialists and has the responsibility for directing, managing, and coordinating all functions of HMC and M afloat operations. You will ensure Afloat HAZMAT program compliance. You will serve as the command "afloat" technical advisor to internal and external component heads, other agencies, private industry, local government agencies, and higher authorities. You will assist FLC organic and external customers in developing work methods, techniques, and standard operating procedures (SOP) for Afloat HMC and M program operations and compliance. You will act as the Subject Matter Expert (SME) with a thorough knowledge of Federal, State, and Department of the Navy instructions and directives for HMC and M regulations and policies. You will perform continuing assignments, prepare recurring and special reports, to support HMC and M oversight. You will directly oversee and controls all day-to-day aspects for Afloat Hazardous Material Control and Management program, to include all Ship-to-Shore/distance support interfaces. You will investigate problems as they occur, recommending resolutions, and reporting to the chain of command. You will identify or develop processes for control of HM usage, storage, and procurement to result in decreased storage, duplication of chemical procurement and reduction of hazardous waste disposal. You will represent the Afloat HMC and program during INSURV/SMC afloat audits to include Environmental, Safety and Supply inspections and quality assessments. This is an obligated position. The former incumbent has return rights to this position under PL 86-585.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You will be required to obtain/maintain a secret level security clearance. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You “may” be coded as “key” and as such may be required be removed from your military recall status. A signed statement of understanding required.
  • The work is performed in offices, aboard ships, industrial areas, warehouse environments as well as in shore storage facilities, depot and shipyard shops.
  • Work performed outside the office environment requires safety precautions due to dangers inherent in materials handled.
  • You will handle materials which may be hazardous and require personal protective Equipment (PPE).
  • You may be exposed to dust, gas, petroleum oil products, paints, acids, alkaline and other HAZMAT.

Qualifications

Your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector using knowledge of governing Hazardous Materials and Supply regulations, policies, procedures, and instructions performing the following: 1) Providing leadership and/or direction to a team of supply personnel which has the responsibility for directing, managing, and coordinating all functions of HAZMAT Control and Management operations. 2) Ensuring HAZMAT program compliance. 3) Serving as technical advisor to internal and external component heads, other agencies, private industry, local government agencies, and/or higher authorities. 4) Assisting in developing work methods, techniques, and standard operating procedures (SOP) for HMC&M program operations and compliance. 5) Overseeing or controlling day-to-day aspects for Hazardous Material Control & Management (HMC&M) program, including distance support interfaces. 6) Investigating problems, recommending resolutions, and reporting to the chain of command. 7) Assisting in developing processes for control of HM usage, storage and procurement to result in decreased storage, duplication of chemical procurement and reduction of hazardous waste disposal.
