About the Position: This position is located with the Headquarters, US Army Forces Command, G-8 Budget Division Fort Liberty NC, which is centrally located hours away from the beautiful beaches of North Carolina and the scenic Blue Ridge and Smoky Mountains. Fort Liberty is known as the "Home of the Airborne and Special Operations Forces." It is a culturally diverse area with both rural and city populations and is co-located at Fayetteville, NC.
Duties
Allocates funds to projects and programs based on analysis of budget estimates, historical expenditures, projected workload, and approved funding.
Conducts special studies, analysis of trends, and develops projections in the identification of variances in the rates of expenditures and obligations, as compared to actual performance of the financial plan.
Provides senior leaders and representatives with recurring and ad hoc financial reports, findings, and presentations of the status of: receipts, obligations, and expenditures of funds.
Performs personnel management responsibilities by establishing priorities and making work assignments for two or more budget analysts.
Provides recommendations on high dollar contracts to Senior General Officer leadership.
Develops recommendations on how to reduce prior year de-obligations of funds.
Retrieves financial data from system databases such as GFEBS.
Requirements
- Financial Management Certification Level (2).
- Requires incumbent obtain and maintain a secret clearance.
- Requires TDY up to 10%.
- FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program within the required time.
- May be required to complete a 1-year probationary period.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes experience in 1) Analyzing and tracking funding of a large scale civilian payroll program (over $100M); 2) Developing budget policies and procedures throughout a command; 3) Assessing the impact of changes pertaining to assigned areas, making budgetary adjustments and recommendations to higher level echelon; 4) Developing cost factors, ratios, test and other mathematical modules to evaluate the status of funds; and 5) Determining cost-benefits of alternative budget and program actions; and 6) Retrieving substantial amounts of data from financial system databases (i.e., GARMY, GFEBS) to analyze financial performance and create informative reports for senior leadership.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
