This position is located in the Office of the Chief Financial Officer (OCFO), National Finance Center (NFC), Office of the Deputy Director, Administrative Management Staff.
Incumbent provides technical leadership on security matters for personnel that includes civilians and contractors for offices within the organization. Provides personnel support for sensitive positions that require clearances up to and including Top Secret Sensitive Compartmented Information (TS/SCI).
Duties
Makes suitability determinations for employees or other persons for access to sensitive information, resources, material, or work sites.
Serves as the on-site technical expert and provides guidance and direction to other Personnel Security Specialists and contractor administrative employees at the organization.
Formulates and applies security policy, procedures, systems, and programs involving the loyalty and reliability of people.
Contacts employees of other Federal organizations engaged in security functions, which affect the budget of the employing organization, and contacts with representatives of private firms performing services for the Government.
Uses security program planning to apply policy direction to specific operating requirements and develop guidance for applying security policy, procedures, techniques, and methods to a variety of work situations.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Specialized Experience:To qualify for GS-12:
Have at least one (1) year of specialized experience, equivalent to the GS-11 level in Federal Service or equivalent responsibility in the private sector/pay systems that equipped me with the particular competencies to successfully perform as a Personnel Security Specialist: Such experience includes: 1) Displaying technical ability and knowledge of federal personnel security program requirements and policies; 2) Experience functioning as a technical authority in adjudicating suitability and fitness issues; 3) Formulation and application of security policy, procedures, systems, and programs involving the loyalty and reliability of people; 4) Advising on procedures for adverse issues; administering programs for continuous evaluation; 5) Experience using the Federal Information Processing Standard (FIPS) 201, Homeland Security Presidential Directive 12 (HSPD-12), to ensure activity in issuing credentials are compliant with rules and regulations; and 6) Experience planning, coordinating, and providing guidance on personnel security regulations, directives and policies.
Time in grade:
Merit Promotion(Current Federal)applicants must meet applicable time-in-grade requirements to be considered eligible, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Applicants must have on year of specialized experience at the next lower grade to be considered for the higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level). This requirement must be met by the closing date of this announcement.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
