This position is located in the National Financial Center, Office of the Deputy Director, Administrative Management Staff, Security and Planning Office.
The incumbent of this position serves as the Emergency Preparedness Officer with responsibility for planning, establishing, coordinating, maintaining and executing a ready emergency action capability for Government and contractor personnel and equipment at OCFO facilities in the event of emergencies, man-made or natural disasters.
Duties
Serves as the USDA/OCFO Emergency Preparedness Officer with responsibility for planning, establishing, coordinating, maintaining and executing a ready emergency action capability for Government and contractor personnel,
Serves as the Agency representative to the Federal Emergency Management Agency (FEMA) Region VI and to senior federal, state and local officials for the gulf coast United States.
Establishes regulatory and procedural guidance for the full scope of physical security operations. Conducts interviews, performs surveillance and inspections for security related matters.
Supervises others by planning, directing, prioritizing work, monitoring progress and meeting organization-wide goals.
Makes and executes critical emergency decisions for OCFO and liaisons with senior Agency, Michoud Space Flight Center (MSFC), local, state and federal officials.
Provides oversight and direction for contractor execution of Protective Services, Occupational Health Program, Physical Security, Program Security, Emergency Services and Medical Center Operations, and the Continuity of Operations Program.
Identifies resource needs and requirements for Safety, Security and COOP programs and coordinates budget needs with the AMS Chief.
Administers a comprehensive physical security program for the organization.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in Grade: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-13 is required to be eligible for the GS-13. Time-in-Grade requirements must be met by the closing date of the announcement.
Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50s will be accepted.
Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level or pay band in Federal Service or equivalent experience in the private or public sector performing the following duties: Displaying technical ability and knowledge of Federal physical security and personnel security program requirements and Policies including a thorough knowledge of state-of-the-art developments in the security field in order to improve planning and implementation of physical security systems, practices, processes and procedures. Knowledge of occupational safety regulations, procedures and practices, and help desk operations. Supervising others by planning, directing, prioritizing work monitoring progress and meeting organizational-wide goads; managing the Physical and Personnel Security Programs. Enterprise Physical Access System (EPACS) and Lenel Security Systems, and experience managing the agencies Homeland Security Presidential Directive 12 (HSPD-12) program.
