Safety and occupational health specialists work with supervisors, union officials, and safety and occupational health committees to eliminate or control hazardous operations or conditions. This developmental position is in the VA San Francisco Health Care System, Occupational Safety, Health and Environment. The position composes of a career ladder structure to the full performance level of Safety and Occupation Health Specialist, GS-0018-11.
Duties
Major Duties and Responsibilities
The occupational safety and health specialist is responsible for advising the safety officer of program planning and implementation. He/she completes regulatory program documentation and leads facility self-assessments, inspections, and other safety-related investigations.
Administers safety and occupational health programs to assure compliance with applicable standards and requirements.
Advises senior level management officials within the assigned area on the status of the safety and occupational health programs and recommends changes in the design of work programs to meet new safety and occupational health standards.
Periodically, confers with safety officer and or safety occupational health specialists external to the facility to identify hazards related to new laboratory equipment or other areas and to become familiar with evolving techniques and protective devices for controlling or eliminating potential safety hazards.
Independently schedules surveys of VA buildings and offices to identify and evaluate risks involving a wide variety of work environments; determines the extent to which mechanical and physical conditions comply, and makes decisions regarding adherence to established safety policies and procedures.
Directs investigations of accidents, analyzing precipitating factors and accident cause data in order to develop specific methods for prevention. He/she also consults with specialists from related occupations concerning work process modifications and recommends corrective or remedial safety measures.
Trains other employees and lower grade occupational safety and industrial hygiene staff, providing instruction on a variety of subjects, including chemical, biological, or physical safety topics. He/she adapts various available media to fit special and unique training requirements and participates in the development of novel or innovative safety training and promotion activities.
Participates in the facility Safety, Accident Review Board (ARB), and/or Environment of Care (EOC) committees.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:30am-4:00pm or as determined by supervisor.

I have a graduate degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. Must have specialized experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
In addition to the basic requirement, for a GS-09, must meet the specialized experience/education described below:
Must have at least one year of specialized experience that equipped me with particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-07 grade level or higher, or an equivalent level of responsibility. Examples of creditable specialized experience includes: investigate accident causes and safety complaints and take action to resolve noted problem; work from safety resource material and previous experience to complete work assignments; and follow established guidelines for resolving or controlling noted hazards. Must have successfully completed a Master's degree or 2 full years of progressively higher level graduate education leading to such a degree in a major field of study related to the work of the position ( safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.) which provided the knowledge, skills, and abilities necessary to perform the duties of this position. Examples of creditable specialized experience includes: understand and be able to apply a comprehensive knowledge of safety and occupational health principles, methods and standards, regulations, policies, and procedures applicable to a broad range of safety and occupational health duties in one or more specific areas of safety and occupational health. have technical knowledge sufficient to analyze safety design features and specifications and to develop new methods and procedures to identify or control hazardous construction processes and equipment usage. Preferred Experience: Knowledge of OSHA, EPA, State and Local Regulations. Experience required with Life Safety regulations such as NFPA101, Fire drill critique, and fire extinguishers (monthly & annual certifications). Familiar with Construction Rounds, in conjunction with Engineering service. Competent in reviewing ILSM (interim life safety measures checklist) knowledgeable in LockoutTagOut (LOTO), Accident Review Board (ARB) Injury Reporting Committee, Employees' Compensation Operations & Management Portal(ECOMP). It is preferred the employee also possess any of the following certificates: Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination.

Qualifications Continued:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Survey or inspection work requires regular and recurrent physical exertion, such as frequent standing, walking, climbing, crouching, and stretching in the performance of inspection and survey duties and occasional lifting of moderately heavy objects. The work environment involves frequent exposure during inspections and surveys to industrial hazards and unpleasant environmental conditions within the VA.
