Duties
Joining the Customs and Border Protection, Office of Human Resources Management, will allow you to serve as the field program specialist by providing technical assistance in the areas of industrial safety, fire protection, safety engineering, industrial hygiene, ergonomics, radiological safety, communicable diseases, hearing conservation, and emergency planning.
This position starts at a salary of $86,962.00 (GS-12, Step 1) to $113,047.00 (GS-12, Step 10) with promotion potential to $113,047.00 (GS-12 Step 10).
Investigating and helping resolve safety and occupational health problems which encompass a wide variety of occupations in commercial type operations, in hazardous environments, and in other inherently dangerous law enforcement environments common to CBP operations. Weighing the hazards of a particular job and/or environment against known safety and health standards in view of both operation priorities and available alternatives.
Advising management on responding to employee allegations of unsafe or unhealthful working conditions, Occupational Safety and Health Administration (OSHA) investigations of reported hazardous conditions or unsafe work practices, union grievances and unfair labor practices related to occupational safety and health.
Providing guidance and advice to senior managers on effectively implementing safeguards to minimize exposure to communicable diseases (i.e., lice, scabies, Methicillin-resistant Staphylococcus aureus (MRSA), Tuberculosis, etc)
Planning and executing a continuing program of periodic inspections throughout the assigned geographical area.
Conducting field surveys and upon special request, studies work operations and performs or requests technical hazard surveys that may involve asbestos, noise, radiation, toxic materials, vapors, and dusts, as well as other environmental health hazards. Based upon the results of these studies and surveys, developing immediate plans and recommendations for eliminating or reducing these environmental and health hazards and insures that these control measures are being applied and followed.
Qualifications
Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
Managing safety or occupational health program elements.
Developing and recommending safety and occupational health policy to higher levels of management.
Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.
Basic Requirement: You qualify for this position if you meet the individual occupational requirement listed above and possess the specialized experience, as described below:
Specialized Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

Advising management on responding to employee allegations of unsafe or unhealthful working conditions, Occupational Safety and Health Administration (OSHA) investigations of reported hazardous conditions or unsafe work practices, union grievances and unfair labor practices related to occupational safety and health;
Conducting field surveys and upon special request, studying work operations and performing or requesting technical hazard surveys that may involve asbestos, noise, radiation, toxic materials, vapors, and dusts, as well as other environmental health hazards;
Identifying, directing, and where possible, conducting safety training for all assigned employees and supervisors. Training may be standardized courses, specific training needed to protect employees from emerging threats, or other less formal training opportunities to promote general safety and safe work practices.

You will receive credit for all qualifying experience, including volunteer experience.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
