Salary: $122 907 - 183 500 per year

This position is in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of Field Operations (OFO), Safety and Health Branch. As the Safety and Health Branch Chief, this position is responsible for the management and supervision of the safety and occupational health and workers' compensation program delivery to all DOL employees outside the National Capital Region. This position is Supervisory and outside the bargaining unit.

Duties

For 0018-14: Assesses customer needs and expectations, establishes organizational priorities, evaluates services to improve customer service, and resolves problems that arise Expert skills in analysis of problems and the application of sound judgment to make recommendations or decisions for resolution of problems within customers' organizations or the incumbent's office. Provides leadership and performs the full-range of supervisory responsibilities for subordinate staff. Directs and oversees the planning, developing, and implementing of DOL programs in the field including acting as a consultant, technical advisor, and outreach coordinator. Prepares and delivers presentations to groups of agency officials, managers, staff and other organizations on the details of OFO programs, processes, and procedures. Directs and administers nationwide emergency management program of consultative, technical, training, outreach, and evaluative services for DOL agencies, Regional Executive Committees, and employee unions regarding operations for employees at all field-based work sites. Responsible for security-related work involving the safeguarding of information, personnel, property, assets, and/or material from theft, loss, misuse, fraud, disclosure, espionage, or sabotage. Ensures a safe and secure workplace by protecting life and property at the field offices by establishing incident response procedures which includes training, response checklists, information sharing, and rapid reporting. Performs other duties as assigned.

  • Requires a supervisory probationary period if the requirement has not been met.

Qualifications

You must meet the "Specialized Experience" to qualify for Branch Chief - Safety and Health, as described below. For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-14 includes: Broad knowledge of DOL policies, regulations, directives, program objectives, and missions of various organizations serviced; Application of management principles and techniques to provide direction to a staff performing duties associated with training workers, supervisors, managers, safety and occupational health professionals and employee representatives on industrial hygiene topics and OSHA inspection protocol; Applying Federal OSHA protocols and policy while conducting OSHA inspection; Conducting inspections and applying OSHA standards and guidelines to work-related hazards, ergonomic-related hazards and record-keeping issues; Analyzing problems and applying sound judgment to make recommendations or decisions for resolution of problems within customers' organizations; Knowledge of supervisory/ management techniques to direct a staff providing critical guidance to officials.
