Duty Location: Sacramento, California
Duties
Serves as the Budget Analyst for the California Great Basin Region's (CBG) Working Capital Fund.
Responsible for monitoring functional area balances, obligations and/or expenditure of funds for current fiscal year execution.
Works with managers to develop and consolidate annual Operating Budgets, monitors the6-year plans and Business Decision Documents (BDD) submissions of the proposed fiscal year's budget formulation.
Sets, monitors, and adjusts the Working Capital Fund Indirect Rate to collect sufficient revenue and maintain appropriate balances.
Develops and maintains a status of funds to monitor and report obligations and balances.
Tracks purchase requisitions, labor, and other pending obligations to estimate end of year balances.
Qualifications

For the GS-11Specialized Experience: For the GS-11, you must have one year of specialized experience at the GS-09 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as: Prepare media releases; Media spokesperson representing programs, projects, and operations; liaison between various offices; plan, coordinate public events; arrangements for VIPs; conduct tours; Design, write and produce variety media; perform public outreach activities; system administrator for CISION, newsroom and contact information email system.

Education: Substitution of Education in Lieu of Specialized Experience: Possess a Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree or LL.M., if related to course of study in Public Relations. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 06/11/2024.
Education
This vacancy announcement allows substituting education for experience at the GS-11 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position.

An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree.
