You will serve as a MANAGEMENT ANALYST (FORCE MANPOWER) in the Programming and Planning Branch, Human Resources Manpower Plans and Business Policy (M12), Total Force Directorate (M1) of BUREAU OF MEDICINE AND SURGERY.
Duties
You will prepare actions for establishment, disestablishment, realignment, transfer, or title change for all Navy Medicine activities within Budget Support Office (BSO) 18 and ensure compliance with OPNAV organizational directives.
You will coordinate the approval process for organizational changes for BUMED command activities.
You will develop instructions, notices, and correspondence as needed to implement organizational change, studies, procedures or product lines or to meet specific program requirements.
You will conduct Intelligent Workbook (IW) reconciliation with Department of the Navy (DoN) data systems to align manpower resource changes to the DoN's Total Force Report to Congress.
You will develop Program Objective Memorandum (POM)/Program Review (PR) issues within IW for validation and incorporation into the U.S. President's Budget for Defense spending.
You will develop issue point papers and policies to support strategic plans and/or meet specific program requirements and develop and deliver executive briefings.
You will conduct program procedures and system review and evaluations of BUMED field activities.
You will lead small groups or participates as a group (team) member in the accomplishment of task oriented projects in order to solve problems and address issues.
You may be required to independently review and analyze manpower change request for compliance with BUMED and Naval Operations (OPNAV) policies and procedures.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience analyzing extensive program data and inter-relationships, drawing inferences and coordinating the preparation of accurate plans and proposals;
Experience applying wide range of methods used to gather, analyze, and evaluate information concerning human resource management processes, to draw conclusions and make recommendations; and
Experience planning, programming, budgeting, and executing program objectives (PPBE process).
