The primary purpose of this position is to serve as a Training and Career Development Specialist for 1670 series employees. Develop course curricula and materials and to conduct classroom training and instruction for equipment specialists. May also be asked provide assistance in the functional areas of item management, technical management, production management, etc.

Duties

Designs, develops, and coordinates course curricula and materials and conducts classroom training and instruction for equipment specialists. Determines the requirements for specific courses and their relative priority in view of time and resources available, projected schedules, and relationship to the objectives of the total training program. Develops and implements testing procedures for any required certification. Participates in discussions, meetings or serves on panels or committee relating to the subjects taught. Evaluates suggestions and continuously evaluates the status and effectiveness of program support in all functional areas to ensure support plans and time-phased schedules are followed by all involved.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions to include the Individual Occupational Requirement (IOR) for the GS-1670, Equipment Services Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate Education: Major study -- any field of study in an accredited college or university. Graduate Education: Major study -- fields related to the position to be filled. OR SPECIALIZED EXPERIENCE: (for positions above GS-5): Examples of qualifying specialized experience include: Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience includes providing technical advice and teaching methods to managers and equipment users in order to support effective training and regulatory requirements; develops special maintenance procedures, training guides and materials to provide instruction for equipment specialists; resolving a variety of complex logistics and supply support management problems; prepares reports, briefings, and recommendations to management regarding training requirements, operational matters and improvements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of techniques to apply logistics control processes, principles, concepts and methodologies and systems software directives, concepts, procedures, guidance and policy. 2. Knowledge of the organization, programs, missions, and functions to be able to develop the most comprehensive courses that meets the needs of the organization. 3. Skill in preparing project papers and staff reports and in organizing and delivering briefings to managers to encourage understanding and acceptance of data. 4. Skill in both oral and written articulation of ideas to a variety of audiences using clear, concise English language to gain cooperation from others through tact, courtesy and diplomacy. 5. Ability to plan and organize the material to provide adequate, clear and complete coverage for the subject being taught. 6. Ability to access and locate information through the use of a personal computer and software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
