You will serve as a Program Analyst in the Environmental Business Line (EVBL) of NAVAL FACILITIES ENG COMMAND HAWAII.
Duties
You will recommend adjustments such as redistribution of funding within budget accounts in response to changes in programs, staffing levels, and/or funds availability.
You will process requirements and monitors work and programs using corporate IT systems, including, CFMS, EPR, COGNOS, EPR Web, ieFACMAN, and DTS.
You will conduct needs assessments and validations of EV functions to formulate organizational budgets with multiple fund sources.
You will assist in the financial planning for Program Objective Memorandum (POM), Budget, Resource Allocation Plan (RAP), Reimbursable funding/budget of customer requirements.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain a current valid United States driver’s license.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing various financial management systems such as CFMS, ERP, EPRWeb, SMARTs, eProjects (ieFACMAN), MAXIMO and eContracts; 2) Analyzing, reviewing, and preparing financial reports and make recommendations to management; 3) Processing, requesting and tracking funding documents and execution of funds for various fund type/sources; and 4) Preparing detailed spreadsheets and databases for fiscal planning/execution tracking using Microsoft Access and Excel.
