The position is telework eligible consistent with the Agency’s telework and remote work program policy. This position is located in the Department of Education (ED), Office of Finance and Operation (OFO), Office of Human Resources (OHR), Recruitment Staffing and Compensation Division. The incumbent of this position serves as a Supervisory Human Resources Specialist and is responsible for managing a team of HR Specialists and Assistants in the areas of recruitment, staffing and classification.

Qualifications

Minimum Qualification RequirementsSpecialized Experience for the GS-14One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:1.Experience in providing oversight or leading teams in the Federal Human Resources position management and classification. 2.Experience developing Federal Human Resources policies and/or Standard Operating Procedures (SOPs) relating to classification. 3.Experience serving as a technical adviser to senior management officials on complex Human Resources classification issues. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1.    Knowledge of principles, concepts, laws, and regulations of human resources management, and consultative skill to manage complex classification issues.2.    Skill in applying analytical techniques to identify, evaluate, and recommend appropriate courses of action to resolve complex position management concerns.3.    Skill in applying consensus building, negotiation, and conflict resolution techniques sufficient to interact appropriately with higher level managers.4.    Ability to effectively manage staff and recommend trainings based on developmental needs, identify and assesses overall effectiveness, efficiency and productivity of the team.
