This position is located in the Health Resources and Services Administration, Bureau of Health Workforce, Division of Medicine and Dentistry, Medical Training and Geriatrics Branch. The duty location for this position is in Rockville, MD and is not eligible for remote work.

Duties
This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.
As a Supervisory Public Health Analyst, you serve as a Team Lead and will be responsible for providing oversight for a broad range of significant, wide-ranging and complex activities related to innovative primary care and public health initiatives.
Your major duties and responsibilities include:
Serving as a technical authority on various aspects of primary care and public health programs and policies to advise management on operations, products and services to contribute to the improvement of these programs.
Evaluating content of new or modified legislations for projected impact upon agency programs and resources; and/or to translate basic legislation into program goals, actions and services.
Planning, formulating, analyzing and/or implementing complex program policies and strategies to meet new and novel conditions and improve or overcome shortfalls and deficiencies in primary care and public health.
Providing the technical direction of the entire continuum of grant processes for primary care and public health workforce development programming.
Conceptualizing, reviewing, revising and overseeing the development of complex reports, documents, and papers that address complex multifunctional issues related to primary care and public health workforce development.
Serving as first level supervisor and providing sound skill utilization of staff, employee motivation and employee development.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

- A one year supervisory probationary period may be required.

QUALIFICATION REQUIREMENTS:
Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions;
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
In addition to the above five Public Health competencies, in order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.
Overseeing the administration and management of federal grants, cooperative agreements and contracts for public health professional education and training programs and public heath primary care programs;
AND
Providing technical advice and assistance in monitoring and evaluating public health grants, contracts or cooperative agreements;

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

PUBLIC HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the impacts of health policies, proposals, and legislation on public health programs.
ADMINISTRATION OF GRANTS, CONTRACTS, AND COOPERATIVE AGREEMENTS - Administers grants, contracts and cooperative agreements, including applying knowledge of organizational needs and deadlines.
TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
LEADERSHIP - Inspires, motivates & guides others toward goal accomplishment; coaches & mentors subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, & respect for individuals by applying these values to daily behaviors.
