The primary purpose of the position is to apply basic knowledge and understanding of policies and procedures, performance standards and competencies, budgetary guidelines, direction and long range planning, effectiveness and efficiency of program operations within the scope of a clinical service. Incumbent serves as the liaison between Polytrauma System of Care (PSC) and Human Resource Management along with the Director's Office and Public Affairs.

Duties

Major duties and responsibilities include, but not limited to: Serves as the technical expert regarding operational problems and personnel administrative issues. Provides guidance on such issues as leave administration, administrative/disciplinary actions, incentive award programs, motivation and moral, recruitment and placement, position management/classification and continuing education activities. Acts as the liaison with the human resources office concerning personnel-related matters. Assists managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions. Leads in administering programs concerning such matters as merit promotion, labor management relations, and position management. Administers space and equipment programs. Serves as an active member on several PSC committees and groups, and other activities as designated by the Chief/ACOS, Polytrauma. Responsible for other management services such as management analysis, records management, auditing, statistics and data processing systems. Plays an integral role in procurement and contracting for the service, serving as a Contracting Officer Representative (COR) for requirements. Responsible of oversight of all physical resources allocated to Rehabilitation Service, including equipment, space, and supplies under supervision of Business manager. Provides administration and coordination associated with the accreditation of the PSC Service and health care system. Works with VA and academic affiliations on educational programs, including internships, residency training, and fellowships. Discusses, investigates and responds to employee grievances and complaints in order to resolve conflicts. Administer the internal review, quality, and productivity initiatives for the PSC Service. This position is primarily concerned with the solution of management problems through studies that involve consideration and development of changes in managerial policies, practices, methods, procedures and managerial structures. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00 am to 4:30 pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 Minimum Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directs all administrative activities of the Service including budget and financial management, human resource management, strategic planning and program management and evaluation; assuring that the clinical and administrative functions are integrated in order to provide optimum utilization of resources. Develops and utilizes extensive community relationships/partnerships with individuals, health providers, foundations and external support services. Exercises appropriate controls to evaluate effectiveness of work output in meeting goals and objectives. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree in the related field of the position to be filled. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree. GS-12 Minimum Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Must have experience working in a healthcare setting. Directs all administrative activities of the Service including budget and financial management, human resource management, strategic planning and program management and evaluation; assuring that the clinical and administrative functions are integrated in order to provide optimum utilization of resources. Coordinates and expands use of all pertinent resources available for patient care, developing and utilizing extensive community relationships/partnerships with individuals, health providers, foundations and external support services. Provides program direction and guidance to subordinate staff, effectively delegating authority and responsibility needed in order to carry out assigned tasks. Exercises appropriate controls to evaluate effectiveness of work output in meeting goals and objectives; and ensures compliance with all applicable accrediting organizational standards. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
