Employee will be assigned to the Office of Facility Planning and Development, VA Health Care System, Palo Alto, CA, providing overall administrative management and support to the Chief and all section managers of the department.
Duties

Duties include, but may not be limited to the following:
Directs administrative activities, including budget and financial management, human resource management, strategic planning, and program management and evaluation ensuring the administrative functions are integrated to provide optimum utilization of resources.
Serves as a key member of the department's leadership team, actively participating in the development of overall administrative and management objectives and philosophies for the attainment of optimum efficiency in providing health care to patients.
Provides advice and counsel for planning, programming, budget, and general administration of service sections and programs.
Manages a large, diverse program that provides health care services, establishes objectives congruent with and reflective of the philosophy and objectives of the healthcare organization, and develops short- and long-range goals and programs to meet objectives.
Implements and manages programs that affect the service, facility, and regional operations adding value to existing processes.
Formulates policies and operating procedures, ensuring compliance with regulations, statutes, and the requirements of various internal and external review bodies.
Coordinates and expands use of pertinent resources available, and develops and utilizes extensive community relationships/partnerships with individuals, health providers, foundations, and external support services.
Assesses space allocation and determines space requirements to support program operations.
Plans and directs the administrative and technical aspects of personnel management.
Plans, schedules, and conducts projects to evaluate and recommend ways to improve the effectiveness and efficiency of proper operations for the service.
Ensures compliance with all applicable organizational compliance standards; and participates in activities and programs beneficial to the medical center including committees, task forces, investigations, and performance improvement teams.
Keeps abreast of new and existing regulations, technical, and administrative concepts.
Advises management on recruitment needs, strategies, sources, and special programs; and ensures timely compliance and completion of various human resources actions (i.e., position descriptions, recruitment, promotions, performance standards, etc.).
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm.

Qualifications
SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-11 level in the Federal service. Specialized experience includes: overseeing and coordinating the administrative functions of a program/project involved with planning, staffing, directing, and budgeting; gathering and analyzing data; providing resource management in the areas of supplies/space/equipment; serving as a human resources liaison (working with recruitments, performance standards, etc.); developing and implementing policies and procedures; managing projects; and preparing a range of correspondence and reports.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is primarily sedentary, although the employee will be required to walk, bend, and lift light objects, as well as a good deal of work on a computer keyboard.
