The primary purpose of the Administrative Officer position is to provide overall administrative management and support to the Chief and all section managers of the Office of Facility Planning and Development (OFPD), to include Office of the Chief, Planning and Programming, Project Development, Major Projects, and Procurement Sections. The Administrative Officer (AO) performs a variety of analytical, planning, evaluative and advisory work associated with OFPD program operations.

Duties

Directs overall administrative activities of the Service including human resource management, strategic planning, and program management and evaluation, assuring that the administrative functions are integrated with SIM principles and the Daily Management System (OMS) in order to provide optimum utilization of resources. Collaborates with the Chief, OFPD as well as the managers/supervisors for each of the sections to ensure integrated goals and priorities for the Service are met. Knowledgeable of overall VISN and Health Care System goals, missions and priorities to assure a positive impact on other programs and resources. Serves as a key member of the Service leadership team, actively participating in the development of overall administrative and management objectives and philosophies necessary for the attainment of optimum efficiency in providing health care to our Veteran population. Provides advice and counsel for planning, programming, and general administration of all Service sections and programs. Including interpreting national administrative regulations, Executive Career Field (ECF) performance measures, developing and implementing local administrative policies, and defining administrative requirements. Responsible for ensuring that health care system memorandums are in compliance with local standards. Serves as the principal advisor for OFPD on all administrative management matters associated with the Service and program operations, including organizational changes. Develops program evaluation methodology and processes, which will ascertain such areas as program effectiveness, organizational productivity, operational efficiency, and resource utilization. Conducts and directs special studies and analyses of complex problems in relation to staffing requirements, space, equipment utilization, organizational alignment, and other areas of concern both within the Service and Health Care System. Prepares presentations and/or executive correspondence for the Director in response to Congressional inquiries or VISN requests. Ensuring the timely, compliant and accurate completion of documents required for various HR actions, including developing performance descriptions (PDs), recruitment, appointments, promotions, establishing performance standards, monitoring performance management, leave administration, compensation, and education. Work Schedule: Monday-Friday, 8:00am - 4:30pm. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert knowledge of personnel recruitment processes, classification standards, OPM personnel regulations. Expert knowledge of pertinent federal travel regulations (FTR), timekeeping and leave policies, which affect VAPAHCS employees, is required. Must be able to communicate effectively and clearly both verbally and in writing to coordinate meetings with leadership and stakeholders, to prepare minutes and originate correspondence. Knowledge of information technology, budget and procurement methods, and problem analysis and process improvement. Incumbent must have knowledge of hospital standards, policies and organization. Incumbent must have skills in attention to detail and applying analytical and techniques to issues concerning the efficiency and effectiveness of providing administrative services. Knowledge of the procurement process both from the life cycle management and procurement side, and all applicable federal acquisition regulations (FAR) to submit purchase requests. Understanding strategic and facility planning goals and objectives, planning processes and administrative operations is required. Must have a strong proficiency using the following software applications (Access, Excel, Power Point, MS Project, SharePoint and Word) You will be rated on the following Competencies for this position: AccountabilityAdministration and ManagementPersonnel and Human ResourcesProblem SolvingWriting Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary. Work will involve some walking, bending, and lifting of light objects, as well as a good deal of work on a computer keyboard. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Given the location of all of VAPAHCS sites, occasional travel may be required. Occasional overnight travel may be required for conferences and training. The work environment involves everyday risks or discomforts that require normal safety precautions typical of offices and clinics in a medical facility.
