This position serves the Administrative Officer (Psychology) Supervisor assigned to the Mental Health/Psychology Service at the Department of Veterans Affairs Palo Alto Health Care System (VAPAHCS).

Duties

The primary purpose of the position is to apply complex knowledge and understanding of policies and procedures, performance standards and competencies, budgetary guidelines, effectiveness, and efficiency of program operations within the scope of a clinical service. Administrative management work is concerned with providing, securing, or negotiating for resources or services needed to manage and run a clinical service as well as knowledge of the healthcare system and its mission, vision, and strategic plans. Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization are key components. A key worker conducts several vital functions including the management of human resources, the management of budgetary and financial aspects, and the proper utilization of material resources within Psychology Service. The incumbent provides direct supervision to administrative staff within the service including Administrative Specialist, Program Support Assistant (PSA) and other administrative support staff within the service as designated by the Chief. Major responsibilities and duties include, but not limited to: Performs the administrative and personnel management functions relative to the employee supervised. Directs the personnel management program for Psychology Service, performing and overseeing the full range of human resources requirements, including recruitment, compensation, promotions, awards, benefits, position classification, performance management, leave administration, training, disciplinary actions, and labor relations. Interprets administrative policies, developing, and implementing local policies, defining administrative requirements, and/or providing advice to management on related issues. Oversees the clinical privileging for all psychologists within VAPAHCS regardless of assigned service. Manages and coordinates the administration of the Psychology Service Continuing Education (CE) Program. Responsible for the overall budgeting and financial management for the service, including budget formulation, presentation, and execution; financial management; and financial reporting. Serves as the approving official for supplies and services purchased with Psychology Service control points. Work Schedule: Monday - Friday, 8:00 am to 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directing all administrative activities of the Service including budget and financial management, human resource management, strategic planning and program management and evaluation; utilizing a wide range of administrative laws, policies, regulations and precedents applicable to the administration of one or more important public programs; providing program direction and guidance to subordinate staff, effectively delegating authority and responsibility needed in order to carry out assigned tasks; exercising appropriate controls to evaluate effectiveness of work output in meeting goals and objectives; and ensures compliance with all applicable accrediting organizational standards. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. . You will be rated on the following Competencies for this position: CommunicationsFinancial ManagementPersonnel and Human ResourcesProblem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: There are no unique physical demands other than the ability to work under frequent telephone and/or personal contact interruptions by staff, Veterans, families, and visitors. Most of the work is sedentary, but some mobility is required such as walking, standing, bending, lifting, and carrying light items such as books, papers, and files. Occasionally, some mobility via either shuttle bus or government car may be required between divisions.
