The primary purpose of this position is to serve as a command headquarters level logistics management specialist, applying Air Force logistics and AMC headquarters organizational structure/process knowledge, to plan, organize, and determine necessary resources, manpower, manning and procedures for the Alternate Mission Equipment Program management.

Duties
Identifies specific requirements for money, manpower, and resources needed to support current and future equipment sustainment activities; and correlates those requirements with program plans to assure that the needed support is provided at the right time and place.
Analyzes, develops, and evaluates detailed plans, goals, and objectives for current and future implementation of assigned major command alternate mission equipment sustainment.
Plans, administers, and monitors alternate mission equipment sustainment activities concerning manpower, budget and implementation of Air Force and Major Command requirements.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions to influence managers and other officials to accept and implement alternate mission equipment management tools, techniques, and procedures; resolve conflict or resource problems, and convey information relative to proposed changes in the program.
Serves as the program manager for AMC Alternate Mission Equipment sustainment activities.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards Administrative and Management Positions, Logistics Management Series 0346
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of the substantive nature of Air Force logistics programs and activities; air mobility missions, policies, and objectives; management principles and processes. Specialized knowledge of logistics support activities in relation to normal and contingency operations. Knowledge of the application of Air Force logistics assessment programs. Air Force logistics includes aircraft maintenance, air transportation, and logistics support functions.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
2. Knowledge of the substantive nature of Air Force logistics programs and activities; air mobility missions, policies, and objectives; management principles and processes.
3. Specialized knowledge of logistics support activities in relation to normal and contingency operations.
4. Knowledge of the application of Air Force logistics assessment programs. Air Force logistics includes aircraft maintenance, air transportation, and logistics support functions.
5. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas.
6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and develop and maintain good working relationships
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
