THIS IS A TEMPORARY DETAIL OPPORTUNITY FOR FEDERAL EMPLOYEES CURRENTLY AT THE GS-15 ONLY.
This position is located in the Office of the Chief Financial Officer (OCFO) of the National Labor Relations Board (NLRB). The principal objective of the OCFO is to provide assurance of the effective management and financial integrity of the program activities and resources carried out at the NLRB.
Duties
As a Supervisory Financial Manager (Detail) GS-0505-15, the following skills are expected:
Overseeing, monitoring and directing the Budget, Finance, Acquisition and Internal Control, Risk Management and Performance branches.
Managing the financial reporting, internal controls and funding to improve program execution, promote increased efficiency of operations, and appropriate utilization of resources.
Providing leadership to branches on financial standards, processes, reporting requirements, funding, payroll, and other related financial, contracting, and budgetary requirements.
Leading and managing projects to "stand up" and optimize finance processes and procedures for various new business initiatives including digital transformation, business process re-engineering, and metrics.
Collaborating with external stakeholders, establishing financial procedures, directing, and evaluating the work of contractors and service providers, and managing the risks of financial systems and activities.

Qualifications
This is a Non-Reimbursable Detail not-to-exceed six (6) months and will be filled at the grade level advertised. This assignment may be ended earlier or extended, based on management's needs. This is NOT a temporary promotion and temporary promotion candidates will not be considered. Interested applicants must currently be in a non-time limited appointment in the same grade level they are applying for.

IDEAL CANDIDATE STATEMENT
The ideal candidate for the Deputy Chief Financial Officer position has senior level experience planning and executing financial management activities, leading the process for program compliance and audit readiness. The ideal candidate will have demonstrated experience overseeing the process of internal controls, financial audits, budget and procurement processes; and will have exemplary communication and meticulous analytical skills. The candidate will possess one of the following certifications: Certified Public Accountant, Certified Government Financial Management, or a Master of Business Administration.

THIS POSITION IS A NON-REIMBURSABLE DETAIL NOT-TO-EXCEED SIX (6) MONTHS FOR CURRENT FEDERAL EMPLOYEES IN THE COMPETITIVE SERVICE. THIS IS NOT A TEMPORARY PROMOTION.
To be considered for this position as a DETAIL at the GS-15 grade level, you must possess the knowledge, skills, and abilities to potentially qualify for a detail and hold the same grade level you are currently applying for.
SPECIALIZED EXPERIENCE: Applicant must have one year of specialized experience equivalent to the GS-14 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of a Supervisory Financial Manager at the GS-15.
Specialized experience includes:
Leading, overseeing, and monitoring the execution of a financial integrity of program activities.
Collaborating, recommending, and providing authoritative guidance to ensure the efficiency of cross-functional teams program compliance and audit readiness; and
Overseeing the process of internal controls and financial audits and or performance report.
