The Chief Financial Officer (CFO) is responsible for the financial leadership of the District of Columbia Courts. The CFO reports to the Executive Officer and serves as policy and technical adviser to the Executive Officer, Deputy Executive Officer, Clerks of Court, Division Directors, and other operating officials. The CFO functions in a manner that facilitates high level decision-making, emphasizing positive communications and program effectiveness.

Duties

The CFO fosters effective stewardship of public funds, and is accountable for all budgetary and financial programs, analysis and planning for the Courts. The CFO provides expert budgetary and financial advisory services to the Joint Committee on Judicial Administration and Executive Officer and is responsible for the Courts’ financial management policies, programs, and systems, in the areas of budget formulation, justification, presentation, and execution.

Qualifications

Minimum Qualifications Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, or related field and a minimum of 10 years of experience in a financial, accounting and/or auditing environment in the government and/or private sector. Six (6) years of leadership and managerial experience. Ability to supervise and manage a staff consisting of professional, technical and administrative personnel.  A thorough knowledge of the United State General Ledger and how it applies to external reporting and audit. A thorough knowledge of Federal Appropriations Law. Ability to analyze complex problem areas and recommend viable solutions. Skilled in effectively communicating with top management levels of an organization both orally and in writing.  A thorough knowledge of the General Accountability Office, Financial Audit Manual.   To qualify you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level leadership and management capability and directly related to the skills and abilities outlined under Court Executive Service Core Qualifications (CESCQ) listed below and the duties associated with this position. Typically, experience of this nature will have been gained at or above the GS/JS-15 grade level in the federal/DC Court service or its equivalent in the public/private sector. Candidates experience must have been at a high level of difficulty to show clearly that the candidate possesses the professional and executive, as well as program knowledge, skills, and abilities outlined under the five CESCQ. Failure to meet the basic qualifications and address the CESCQ factors automatically disqualifies an applicant. The incumbent should be an enthusiastic and engaged professional who enjoys working with a diverse group of Court personnel and customers and lives the DC Courts’ values of Accountability, Excellence, Fairness, Integrity, Respect, and Transparency. Please note that authorization for the release of your adult criminal record revealing any convictions and forfeitures, and any criminal cases currently pending before the courts is required.  If you are selected for the position, a criminal history records check will be conducted.
