As a Financial Manager, you will provide executive direction to and set policies for financial management, governance and strategy to include the design, establishment, and coordination of an integrated comprehensive financial management system, including financial, budget, reporting, accounting and fiduciary programs, internal controls, risk management, compliance, strategic management, and enterprise project management and process improvement activities and operational activities.

Duties

As a Financial Manager, you will: Take a lead role in ensuring the Office of Management (OM) develops, maintains, and continuously improves the administrative and operations structure and services needed to achieve OM's mission, vision and goals. Provide leadership and direction to a staff that is responsible for the formulation, development and implementation of OCC-wide financial resource planning and management. Direct OCC's budget functions, including formulation, execution, justification and presentation of OCC's annual performance plans and budget. Oversee the design, establishment and coordination of an integrated comprehensive financial management system, and accountability and compliance programs. Administer a rigorous quality assurance program to assess the effectiveness of OCC's financial management programs. Also oversee a rigorous compliance program to ensure other management quality assurance programs are effective. Facilitate the development and approval of OCC's strategic and· long-term plans as well as the development and reporting of OCC­ wide performance measures. Responsible for OM operational activities including customer relations and communications, risk management, project management oversight and support, as well as enterprise project management support and activities including business process improvement. Lead, motivate, coach and develop a diverse staff of employees. Evaluate performance in accordance with OCC guidelines; make personnel decisions regarding hiring, promotions, adverse actions, etc.; provide training and development opportunities.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-VII band level or GS-15 grade level in the Federal service. Examples of specialized experience for this position include: Leading a staff responsible for financial management functions in areas such as budgeting, accounting, auditing, and/or financial management analysis; Leading the formulation and execution of an organization's budget; Overseeing the resolution of financial audit issues and findings; and Ensuring financial activities are in compliance with federal financial laws, regulations, and policies for an organization. The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
