As a Program/Debarment Analyst at the GS-0343-11/12 level, you will be part of the Office of the Inspector General (OIG), Office of Personnel Management (OPM). The OPM OIG exercises statutory and regulatory authorities to suspend, debar and impose civil monetary penalties on health care providers who pose risks to the Federal Employees Health Benefits Program (FEHBP) and its enrollees

Duties

Reviews health care provider misconduct cases to determine if administrative sanctions statutes and regulations apply. Presents necessary information to support potential administrative sanctions. Prepares decision memoranda for the debarring official by analyzing the available facts, applying laws and regulations, and recommending final agency action. Evaluates FEHBP insurance carriers' implementation of OPM sanctions and participating in or recommending resolution methods involving instances of noncompliance. Maintains on-going contact with OIG investigators to assist with administrative actions upon completion of investigative cases which involve sanction violations.

For the GS-11: You must have one year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the private or public sector) performing all the following tasks: (1) Researching documents, analyzing available facts, and applying relevant laws and regulations to support recommendations for final agency action; (2) Preparing case material by reviewing documents to support recommended actions; and (3) Updating database information and reviewing database records for accuracy. (Note: Your resume must fully support this experience. You must list beginning and end dates and hours worked per week on your resume to receive credit for your experience.) OR Have a Ph.D. or equivalent doctoral degree or completed at least three full academic years of progressively higher level graduate education leading to a Ph.D. or LL.M. if related, or equivalent doctoral degree directly related field of study which demonstrates the knowledge, skills, and abilities required by this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study. (NOTE: You must include copies of your transcript(s) with your application to verify eligibility.) OR Have a combination of the and specialized experience and education described above such that the percentage of required experience plus the percentage of required education equals 100%. (To calculate, first determine your total number of graduate semester hours, and divide that number by 18. Next, divide the total number of months of qualifying experience by 12. Then, add your percentage of education and experience. The two percentages must total at least 100% for you to qualify based on your combination of education and experience.) Only graduate education in excess of two years (i.e., 36 semester hours or above the Master's level) may be combined with experience. (NOTE: You must include copies of your transcript(s) with your application to verify eligibility.) For the GS12: You must have one full year of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-11 grade level. Specialized experience for this position must have included all of the following: (1) Assisting with the review health care provider misconduct cases to determine if administrative sanctions statutes and regulations may apply; (2) Collecting or classifying necessary information to support potential administrative sanctions; (3) Assisting with the preparations of decision memoranda for a debarring official. (Note: Your resume must fully support this experience. You must list beginning and end dates and hours worked per week on your resume to receive credit for your experience.) Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
