GS-11:
The primary purpose of this position is a developmental position with known promotion potential to the target position of CPD 9PR18475, Management and Program Analyst, GS-0343-12. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document.
Duties
GS-12:
The primary purpose of this position is to serve as project manager/process improvement specialist responsible for providing team leader, project management and technical support for Air Force-wide Process Improvement (PI) and Continuous Process Improvement (CPI) initiatives, studies, and projects.
DUTIES: FOR GS-11/GS-12
Serves as a recognized AF-Level Process Improvement (PI) & Continuous Process Improvement (CPI) technical authority/expert to AF and MAJCOM functional authorities for major projects normally encompassing multiple functions and commands. Plans, directs, integrates, and executes all aspects of the Air Force's PI/CPI program within cost, schedule, performance, and/or system supportability requirements. Develops goals and objectives that integrate organization and enterprise level management objectives for successful AF-wide implementation. Makes recommendations for process improvements, improving quality, reducing costs, and establishing appropriate process metrics and process controls.
Serves as project leader/manager responsible for managing directing, coordinating, and overseeing complex AF-wide projects, normally cutting across organizational/activity lines. Serves as the project leader/manager for enterprise level projects as a process improvement expert. Provides technical direction in project management, team building, facilitation, process improvement analysis, and the methodology required to develop and substantiate a business case for the selected project. Provides technical advice on strategic issues. Collaborates with PI/CPI practitioners in other business mission areas to improve end-to-end processes throughout the Air Force. Responsible for leading complex projects cutting across organizational lines.
Serves as a trainer for introductory and advanced methods/tools, also known as "Green Belt" (GB) and "Black Belt" courses. Exercises responsibility for conduct of training from registration through acceptance, classroom instruction to course completion. On a continuous basis identifies and evaluates training requirements. Receives evaluation comments, utilizing feedback mechanisms to improve performance. Evaluates material to ensure effective executive and professional training. Provides feedback on a routine basis to the training proponent. Develops and maintains a comprehensive collection of training materials. Recommends educational curricula. Mentors students to project completion.
Represents the Air Force (SAF/MG, AF/A1M, AFMAA) to a variety of functional area organizations and senior leaders. Establishes, develops, and maintains effective working relationships with other Air Force PI/CPI agents, members of management staff, external customer representatives, and other support personnel. Delivers executive-level presentations on program status, accomplishments, problems, requirements for support, and promotion of program objectives to senior military officers and civilians across the Air Force. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up.
Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development (R&D) organizations, and participation in formal training programs. Keeps current on emerging analytical techniques and research methods through independent study and reading/reviewing technical journals and current literature.

- Certification as a CPI/LSS Black Belt with experience as a Green Belt trainer and mentor is desired
- May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours
- The employee may be required to carry an electronic device (cellular phone/pager) to facilitate contact 24 hours per day 365 days per year unless on official leave or TDY
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GS-11:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes the ability to facilitate customer driven, results oriented quality and process improvement activities using Lean Six Sigma (LSS), LEAN, and/or various PI/CPI strategies and data analytics. Knowledge of the basic principles, concepts, and methodology used in manpower. Skills in applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.
OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
GS-12:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes a broad understanding of pertinent laws, regulations, policies, and precedents that affect the use of the program and related support resources (people, money, or equipment) in the area studied. Expert knowledge to plan, schedule, conduct, and facilitate projects and studies and serve as the project leader/manager for enterprise level projects as a process improvement expert. Experienced in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
