About the Position: Serves as the Workforce Development Specialist and staff advisor to Garrison Leadership through the Garrison Director of Human Resources (DHR) on matters relating to management of civilian workforce development.

Duties

This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-11 grade level. At the full performance, GS-12, the incumbent will: Serves as Program Coordinator for garrison onboarding initiatives and monthly ONE Briefs. Provides guidance and oversight of onboarding plan as well as leader and workforce development career planning initiatives and requirements Conducts studies relating to such factors as turnover, mission and technology to identify workforce dynamics, trends and anticipated changes that may impact the workforce in order to develop short- and long-range workforce requirements and plans. Advises Garrison personnel on a variety of substantive procedural and policy matters pertaining to a broad range of workforce development and workforce management functions. Advises Garrison leaders and key managers on implementation of IMCOM workforce development program matters such as Career Program administration.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience for GS-12: One year of specialized experience which includes conducting analysis through data collection and fact finding in order to plan, evaluate, and resolve issues; or Evaluating the effectiveness and efficiency of a program; identifying improvements to personnel programs such as training programs, or employee development; assisting managers and employees regarding administrative and organizational matters pertaining to programs, procedures and policies; providing assistance on workforce development issues; facilitate orientation and onboarding training for new employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
