This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: : This vacancy exists within the office of the PEO CS&CSS. Positions will be specifically located in the PEO CS&CSS, FP.
This is a Budget Analyst, NH-560-02, position. Full performance for this position is NH-03.
Duties
Responsible for performing day to day funds execution and management transactions of all appropriations for assigned PdMs.
Conducts daily status of funds reviews of allotments, commitments, obligations, and disbursements for multiple appropriations.
Exercises control and surveillance over funding matters to assure successful attainment of stated program objectives.
Develops budgetary methods, procedures, formats, and techniques of analysis and presentation relating to funds management.
Reviews funding requirements and requests additional funds when requirements can be justified.
Maintains strong excel skills to prepare pivot tables, data analysis, v-lookups, and other analysis functions.
Utilizes an accounting system to facilitate processes and maintain records.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 10% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for practitioner certification in (K) Business - Financial Management within 60 months as of entrance on duty.
- This position requires FM CERTIFICATION LEVEL 2 (FMC02). Selectees must obtain Level 2 certification in the Department of Defense Financial Management program within 24 months of entrance on duty.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. ***Experience Required***
General Experience: Three (3) years progressively responsible experience, one (1) year of which was equivalent to at least the NH-01 level, which includes: 1) Managing a budget in accordance with applicable regulations and laws; 2) Utilizing various accounting systems and databases to manage funds and research financial transactions.; and 3) Applying various problem-solving strategies to determine root causes of financial discrepancies.
This definition of experience is typical of work performed at the next lower grade/level position in the federal service at the NH-01(GS-04 equivalent) level.

Education: Four-year course of study leading to a bachelor's degree. (You must provide a copy of your Bachelor's Transcripts)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. (You must provide a copy of your Bachelor's Transcripts)
