This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent will serve as a Financial Management Analyst for the Resources and Analysis Directorate-Financial Management and Comptroller Division in Miami, Florida.
Duties
Maintain financial control so that obligations are kept within allotments.
Determine extent of reprogramming necessary to keep within reach of program goals by identifying management's needs for reprogramming between budget accounts.
Develop procedures regarding the financial management of directed programs and reimbursable work to include a wide variety of funding.
Generate budget proposals using automated web-based computer applications to monitor obligational and expenditure plans.
Brief personnel regarding the actual use and rate of expenditure of funds against the financial plan and provide written narratives to justify variances.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification.
- The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position’s SCW certification level:
- SC Planning, Oversight and Execution Management (AOC)
Basic Level
--1 year (Basic); 3 years (Intermediate); or 5 years (Advanced); and
- Complete certification-related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384.
- Incumbent(s) of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 USC, section 1599.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This certification requirement is a condition of employment for this position.
- Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience which includes 1). Provide guidance to personnel regarding the obligation and expenditure of funds as referenced in accordance with organizational policies and controls; 2). Generate monetary data from computerized, financial systems to verify the status of funds regarding organizational transactions; and 3). Analyze budgetary reports to determine the organization's financial standing to develop futuristic budgets.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
