This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent will serve as Financial Programs Advisor at the Resources and Analysis Directorate - Portfolio Management and Strategic Analysis Division in Miami, FL.

Duties

Serve as the primary financial advisor on matters relating to Counter-Narcotics (CN) financial planning. Develop local financial policies governing CN funded budget activities. Analyze budget requirements with program documentation to determine proper justifications. Evaluate cost and performance data to forecast financial capabilities. Monitor fund status on a daily basis.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Ability to obtain and/or maintain a secret security clearance.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 USC, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position.
  • The Financial Management Level 2 Certification must be obtained w/in one year of employment.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify for the GS-12 Specialized Experience: One year of specialized experience which includes 1). Execute the allocation of funds among departments throughout the organization in accordance with the budget to support the mission(s); 2). Establish procedures to record financial obligations from remote sites on a timely basis; 3). Organize documents to prepare for financial audits regarding funding distribution; and 4). Analyze proposed changes to determine impact on current and new initiatives from an operational and financial perspective. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). To qualify for the GS-13 Specialized Experience: One year of specialized experience which includes 1). Consolidate budget estimates from subordinate components and echelons into a balanced, multi-year program document; 2). Develop controls for acquisition and distribution of approved operating budgets and allotments of funds; 3). Monitor the expenditure of funds in comparison to the division program spending plan to ensure that priority missions are accomplished in the most efficient manner; and 4). Provide education regarding budget related material to ensure training requirements are met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
