About the Position: The USSOUTHCOM Comptroller, leads a diverse workforce of civilian, military, and contractors; is the senior authority on all matters relating to financial management; and serves as principal financial management advisor to the Combatant Commander (4-Star General Officer), SCJ8 Director (SES), and USSOUTHCOM staff.

Duties

As the USSOUTHCOM Comptroller, is the senior Command authority on all matters relating to financial management and serves as principal financial management advisor to the Combatant Commander, SCJ8 Director, and USSOUTHCOM staff. Reports to the USSOUTHCOM J8 Director (SES) and leads Division of over 40 personnel. Evaluates immediate subordinate's performance and reviews evaluations by subordinate supervisors. Selects new employees, determines training needs, hears employees’ complaints, and effects disciplinary measures. Executes budgets with funds coming from the Department of the Army, the Defense Security Cooperation Agency, the Joint Staff, the Office of the Deputy Assistant Secretary of Defense for Counter-narcotics and Global Threats. Administers a variety of complex DOD and Joint Staff programs e.g., Combatant Commander Initiatives Fund Program. Overseas Humanitarian, Disaster, and Civic Aid Program, CJCS Exercise Program (CE2T2), Counter-narcotics, Traditional Combatant Commanders Activities (TCA), Section 333 foreign security forces capacity building, etc. Maintains relationships with officials in other Unified Commands, headquarters staffs of the Military Departments, heads of subordinate commands, OSD, Joint Staff, Defense Finance and Accounting Centers, Department of State and other agencies. Provides financial guidance to the staff and components for contingency operations. Represents the command addressing and coordinating complex interagency and international resource issues and strategies. Manages the USSOUTHCOM Audit Readiness efforts, Manager's Internal Control Program and ensures compliance. Serves as USSOUTHCOM's financial proponent for reimbursable support provided or received via Interagency Memorandums of Understanding/Agreement. Also, Inter Service Support Agreements, Acquisition Cross Service Agreements (ACSA), and services purchased from the State Department through the International Cooperative Administrative Support System. Provides guidance and participates with other DOD and DOS personnel in discussions with Foreign Nations and International Agencies. Leverages General Funds Enterprise Business System (GFEBS) and the Defense Agencies Initiative (DAI)

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a TOP SECRET/SCI security clearance.
  • This is a mandatory drug testing position.
  • This is a Financial Management Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Specialized Experience: One year of specialized experience which includes experience providing extensive advice and guidance on the policies, plans, concepts and principles of financial management, and the funding requirements and implications inherent in long and short-range administrative and operational plans, programs and systems; providing financial guidance to the staff and components for contingency operations; providing overall staff direction and guidance in the development and submission of the Command's Operating Budgets; directing a staff responsible for resource management programs within the command; and evaluating immediate subordinate's performance and reviews evaluations by subordinate supervisors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Financial ManagementLeadershipTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
