The position is located in the Department of Defense Office of the Inspector General (DoD OIG), Assistant Inspector General for Mission Support Team (MST), Office of Security, and Special Security Office (SSO). The Office of Security/SSO is the focal point for the Inspector General for all security, antiterrorism, and counterintelligence and special security programs within the Office of the Inspector General for the Department of Defense and its Components.

Duties

Advises senior leadership on security program issues and requirements to implement appropriate security processes and procedures in Office of Inspector General Sensitive Compartmented Information and Special Access facilities. Develops and implements standard operating procedures for Office of Inspector General Special Access Program facilities and programs. Responsible for initiating and executing Sensitive Compartmented Information (SCI), Special Access Program (SAP) and Special Access Required (SAR) Programs processes and procedures for OIG SAP and SCI personnel and facilities. Coordinates and consults with Special Access Program (SAP), Sensitive Compartmented Information (SCI) and Intelligence Community (IC) Security Officials on security issues including the use, storage and retention of security materials. Reviews plans and proposals, requests and applications, and operating procedures for appropriateness, accuracy and adequacy (i.e. SARs, Sensitive Compartmented Information Facility, SAP, and SCI). Performs comprehensive evaluations of operations and security procedures within Sensitive Compartmented Information and Special Access Program facilities to ensure compliance with directives and other relevant law, regulation and policy. Implements and enforces compliance procedures for information systems and network security requirements for processing all levels and categories of classified and unclassified information. Identifies operational requirements and defines the mode-of-operation (i.e., access and information limitations), and any additional requirements. Provides guidance, direction, and assistance to Special Access Program (SAP) and Sensitive Compartmented Information (SCI) personnel and contractors on all aspects of SAP and SCI security program management requirements. Submits and maintains appropriate documentation for Sensitive Compartmented Information and Special Access Program facility accreditations, and ensures facilities maintain compliance standards.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as Security designation level such as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service. Specialized Experience: One year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: 1) Experience performing work as a Security Specialist in Sensitive Compartmented Information (SCI), Special Access Program (SAP) and Operations Security (OPSEC) security program management and oversight processes at agency-wide level; 2) Recent experience in the development, implementation and management of a SCI, SAP, and OPSEC security program; and 3) Experience serving as a subject matter expert (SME) at an agency or comparable level, developing and managing programs, advising senior leadership and management on security programs; and 4) Experience representing the organization with external agencies involved in SCI, SAP and OPSEC security programs. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement.
