This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position serves as the IT Project Manager (Systems Analysis/Network Services) for the Joint Activities Command. This position is located in Fort Liberty, North Carolina.

Duties

Serves as a Senior Agile Project Manager. Provides subject matter expertise in leading with agile mindset, facilitating scrum ceremonies, and ensuring that agile principles and best practices are following throughout the project lifecycle Analyzes user requirements and develops C4I architectures designed to provide complete interoperability across the organization. Provides advice and recommendations on national and DOD plans and policies dealing with C4I programs and capabilities vital to Special Operations Forces (SOF). Performs as an Acquisition Program Manager’s Subject Matter Expert (SME) for commercial cloud services as required. Lead subject matter expert for IT Business and Operational Systems on principles, concepts, methods, tools, and practices in commercial cloud environments.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a Top Secret security clearance with SCI access.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter.
• This position may require Temporary Duty (TDY) 30 days or less with travel to various locations approximately 10% of the time.
• Employee eligible for situational telework only, including emergency and OPM prescribed "Unscheduled telework".
• Incumbent is required to submit a Financial Disclosure Statement, OGE-450.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
• In accordance with DoD 8140.03 4.3 (b) the incumbent of the position is required to obtain and maintain Information Assurance Technical (IAT) Level 1 certification within 06 months of appointment.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
