Duties

The Assistant Deputy Chief of Staff, G-6 exercises broad authority to act on all matters within the G-6 functional area of Command, Control, Communications and Computers for the Army's largest major command. Leads and oversees the Signal and Information Technology training and readiness of all FORSCOM forces. Ensures FORSCOM units are properly provided with technology, equipment, training, and logistics necessary to support operational missions of all Combatant Commanders. Provides leadership and mentorship to FORSCOM Soldiers and Civilians in information technology career programs. Independently anticipates and solves major challenges and addresses strategic policy matters associated with emerging requirements in information technology equipment and theory impacting FORSCOM subordinate units. Autonomously explores and develops policies and procedures in information technology to continually improve the command's information management procedures and business practices. Serves as the FORSCOM primary expert in information management and technology. Provides leadership for Data centricity, machine learning, artificial intelligence, command, control, communications, computers, and information management components of FORSCOM strategy and policy. Duties include planning, analyzing, developing, implementing, maintaining, and enhancing the information technology infrastructure, knowledge management, automated systems, information assurance programs, architectures, and policies within the command. Responsible for a budget of approximately $29 million and Army Warfighter Operational Need Statements totaling $51 million annually. Performance is reviewed in the broadest terms for technical perceptiveness, managerial competence, application of information technology to solve command issues, and senior leadership contribution to achieve FOSRCOM readiness. Serves as a deputy to FORSCOM Deputy Chief of Staff, G-6, a BG, and frequently as the acting G-6 in his/her absence. Executes all assigned duties, responsibilities, and program authorities of the G-6. Directly oversees a workforce of 200 combined military, civilians, and contractors; directly supervises personnel at the COL/GS-15/14 levels. Indirectly oversees over 80% of the Army's Signal Soldiers.

(1) Mandatory Executive Core Qualification (MANDATORY SUBMISSION) (ECQ): All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1 inch margins. Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (DCP), who have been certified by the OPM do not need to address ECQs, However when applying you must load your certificate under the Executive Core Qualifications. Inherent to this ECQ isthe ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (2) MANDATORY TECHNICAL QUALIFICATION(S) (MTQ): (MANDATORY SUBMISSION): A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1 inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: MTQ1: I have the demonstrated ability, knowledge of and experience in the acquisition and life cycle management of products and services (including Information Technology (IT) policy and planning concepts, methods and practices) in support of enterprise network at the major command or equivalent level (or higher).
