About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at US Army Intelligence and Security Command, Enterprise/ Surveillance & Recon Activity, GISA, Fort Belvoir, with Duty Station Fort Liberty, NC (formerly Fort Bragg, NC).

Duties

Provides staff and technical advice to Chief of the regional GISA. Security, and Facility issues and functions, and serves as the representative for GISA as a voting member on Programming, Security, PfM, COR, Facility Standards and Security Technical Working Groups, and Configuration Control Boards. Makes recommendations regarding future technology improvements and goals for the Theater Army and provides information/decision papers, briefs, and technical advice. Establishes training and educational objectives and monitors accomplishments. Ensures development of organizational work plans, short and long range schedules, priorities, work assignments and position structures to effectively, efficiently, and economically carry out the strategic and organizational goals of GISA. Responsible for the efficient and economical management of personnel and material resources to include analyzing goals and objectives, planning how to best accomplish them, and executing the plans within available budgetary and personnel constraints. Develops, implements, de-conflicts, and maintains GISA?s Intelligence IT Programming, Security, PfM, COR, and Facility policies related to budget and programming development and implementation. Programs all regional GISA Intelligence IT, Security, PfM, COR, and Facility requirements supporting multi-year projects with phased implementation plans. Provides intelligence IT resource and Portfolio Management direction and guidance supporting a wide spectrum of Help Desk technicians, hardware and software installers. Provides authoritative advice and guidance and is a spokesperson for the organization on a variety of IT matters at Information Technology resource forums in the AOR and CONUS. Develops and implements processes and procedures to ensure coordination is taking place on a daily basis between the GISA Enterprise Hubs at the regional locations. Collaborates with external contracting officials to draft, negotiate, or modify service contracts. Attends meetings and working groups relative to the development, enhancement and sustainment of current and proposed GISA Intelligence IT Programming, Security, PfM, COR, and Facility concepts.

Requirements

  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Temporary Duty (TDY) Travel may be required 15% or less of the time.
  • This position is designated as KEY, meaning the position cannot be vacated during war or national emergency without seriously impairing the mission. Please see additional information section.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
