About the Position: The Budget Analyst position is located at Headquarters, US Army Forces Command, Fort Liberty, NC.Fort Liberty is a culturally diverse area with rural and city populations, co-located at Fayetteville, NC centrally located in the beautiful state of North Carolina, which enjoys a temperate year-round climate and world-renowned colleges and universities.
Duties
Management of resources and forecasting budgetary trends and activities while applying advanced analysis techniques to detail review of budget requirements for specific programs.
Manages and control P2 funds which include missions, Base Operations (BASOPS), civilian pay, AMHA, Operational Tempo (OPTEMPA),etc.
Develop cost factors, ratios, tests and other means for evaluating the status of the Command's operating Program
Maintains knowledge of, and relies upon familiarity with pertinent regulations, legislation, audit readiness requirements and allied publications and guidance documents relating to the program system.
Execution of data/information in the General Fund Enterprise Business System (GFEBS), Global combat Support System-Army, and other related financial business systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Secret Security clearance.
- TDY is required 10% of the time
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- Incumbent may be required to complete a one- year probationary period

Specialized Experience: One year of specialized experience which includes 1. Management of resources and forecasting budgetary trends and activities while applying advanced analysis techniques to detail review of budget requirements for specific programs 2. programming, budgeting, and execution of all appropriations issued to specific programs 3. Execute budget program planning, analysis, and policy advisory functions in General Fund Enterprise Business System (GFEBS) for assigned programs throughout command headquarters, installations, and activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
