This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Supervisory Deputy Product Lead (PL) for an assigned Program Executive Office (PEO). This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule.

Duties

Serve as Supervisory Deputy Product Lead for assigned Acquisition system and/or related acquisition program. Maintain continuous liaison and monitors collaborative planning with pertinent military users, DA staff and other agencies to render advice and counsel on assigned management .activities. Responsible for the analysis and evaluation of programs as they affect assigned equipment. Oversee POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight. Serve as advisor to officials with broader and higher responsibilities on status of project, progress made, projected future plans, and problems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level Advanced Level in the Acquisition Career Field Program Management within 48 months of entrance on duty.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 50% of the time.
  • This position is a Critical Acquisition Position (CAP)/Key Leadership position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually and thereafter.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Selectee may be required to execute a mobility agreement as a condition of employment.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of experience which includes: 1) Coordinating and/or leading a high visibility defense program; 2) Working in various areas of the defense acquisition process such as development, test and evaluation, contracting, production, and financial management; 3) Analyzing program schedules in order to develop comprehensive budget criteria to meet mission requirements; 4) Collaborating with external stakeholders and/or representatives on matters affecting program execution; and, 5) Overseeing and/or leading personnel engaged in performing acquisition work. This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
