You will serve as a Civilian Personnel Liaison Specialist responsible for providing support and guidance to senior leadership, supervisors, and managers on matters concerning civilian workforce management under the Defense Civilian Intelligence Personnel System (DCIPS). You will use civilian personnel tools to coordinate, submit, and track personnel actions. This position is located at NAVY INFO OPERATIONS CMD GEORGIA, Fort Eisenhower, GA.
Duties
You will track and facilitate hiring actions, new employee on-boarding, and Civilian awards.
You will ensure Civilian workforce management recommendations and/or decisions meet legal, regulatory, and procedural requirements.
You will offer recommendations to improve internal guidance deficiencies and to improve practices and procedures.
You will identify civilian personnel issues/errors and work with Civilian Intelligence Personnel Office (CIPO) staff to troubleshoot and correct issues/errors.
You will develop Command’s instructions and standard operating procedures for multiple internal program areas.
You will identify areas of procedural deficiencies and provide recommendations to improve processes and procedures.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a two-year DCIPS trial period requirement.
- Travel may be required.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Prepare, track, and process personnel actions, including new employee hiring and onboarding, for an organization;
Manage organizational systems and databases to track employee performance management and awards;
Advise managers and employees on timekeeping requirements to ensure mission objectives are met
OR
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related.
