This Program Manager (Program Officer Acquisition) position is assigned to PEO Soldier, Project Manager Soldier Lethality Product Director Crew Served Weapons located at Picatinny Arsenal, NJ. The NH-04 pay band encompasses the GS-14 step 1 through the GS-15 step 10 salary equivalent. Position has a salary control point with a salary range to allow for differentiation in the level of positions within the same broadband. The 2024 salary range for this position is $143,559 to $187,291 per year.

Duties

Serves as a Program Officer for various ACAT I, II and/or III programs within the Project/Product Managers (PM) Office. Coordinates and develops procedures relating to financial management, acquisition, implementation, distribution, and logistical support for the hardware, software, supplies, and services required by the project. Evaluates financial resources considering of the technological capabilities available in the commercial marketplace. Ensures review and, if necessary, rewrites or develops regulatory documentation specifically for the project and recommends appropriate actions to obtain approval. Plans major project milestones and events necessary to complete the strategic implementation of the acquisition project. Assists in the preparation of Requests for Proposal, Statements of Work, Contract Data Requirements Lists, specifications, acquisition plans and evaluations plans. Briefs senior level management on status of the assigned programs. Integrates various functional areas within the PM and coordinates these functions for tasks performed by stakeholders that support the program. Identifies and balances risks, selects alternatives, and plans how to best accomplish the goals and objectives of the project within recognized guidelines.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Selectee must be able to obtain and maintain a Secret security clearance.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Practitioner certification within 60 months of entrance on duty in career field "Program Management".
  • Must file a confidential Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • One-year probationary period may be required.

The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-12/13 equivalent).
