The U.S. Army Combat Capabilities Development Command (DEVCOM) Armaments Center (AC) serves as the Army's technology leader for armament systems. DEVCOM AC ensures dominance of Army capabilities by researching, developing, integrating and delivering technology-enabled armament solutions to our Warfighters. Armaments Center has a long tradition as the primary research and development center for new and existing armament systems which are in use by U.S. service members around the world.
Duties
Serve the organization as an expert analyst on major complex management processes and systems.
Conduct studies, develop policies, procedures, and processes affecting activities related to government programs.
Perform full range of first-level supervisory functions for a group or specialists and support staff.
Develop and maintain a strategic vision for the work unit and align work unit’s performance expectations with higher organizational goals.
Maintain and grow organizational personnel required to execute the unit’s mission IAW the organization’s strategic Vision and Mission
Establish and maintain working relationships within, across and outside the organization to accomplish the unit’s goals.
Based on expert financial analysis, prepare, and prepare submit unit’s annual budget in accordance with requirements, timelines, and constraints as specified in the organization’s budget submission call letter.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- You must be able to obtain and maintain a Secret security clearance.
- Three year trial/probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for Program Manager Practitioner within 60 months of entrance on duty.

- Selectee must execute, as condition of appointment, a written agreement to remain in Federal service in the position for at least three years.

- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A two year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes:(1) improving processes, resource management, or overall competitive business posture for an organization (2) addressing project management issues, such as issues with program planning, Integrated Product Team participation and communication, funds management, acquisition strategies, and transition agreements (3) performing a range of supervisory duties, such as guide work progress, counsel employees, resolve work problems, and take action on employee grievances/complaints AND (4) developing solutions to management/ business problems, using organizational financial data as the basis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-04/GS-14).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
