About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will be responsible for formulating and justifying a major segment of the organization budget or a total budget for one or more funds (i.e., OM Defense, OMA, OMAR, OPA, RPA TRADOC, etc.)
You will develop procedural instructions/report formats for budget submissions. Provides guidance to customers/functional area specialists.

You will provide financial advisory services for a major segment of the organization budget or for a total budget for one or more funds (i.e., OM Defense, OMA, OMAR, OPA, RPA TRADOC, etc.).
You will provide the full range of services Including financial information, trend analyses, budget guidance, and advice to managers and their staffs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent of this position may be required or placed on-call to participate in the emergency operation center, DPTMS in the event of an emergency, crisis, or training exercise.
- This position requires temporary duty travel (TDY) of 10%.
- Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes compiling resource data from various financial management systems; assisting in the formulation of funding requirements, justification packages and budgets; and monitoring funds distribution, reconciling commitments & obligations, and reallocating funds.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
