The primary purpose of this position is to serve as the chief financial manager and technical advisor to the Commander, 715th Air Mobility Operations Group and provide expertise and support to all AMC Pacific theater commanders.

Duties

Manages the financial resources of the 715th AMOG and its 6 Pacific Air Mobility Squadron (AMS), 5 Operating Locations, 6 Contracted Air Terminal Operations (CATO), and 3 funded Navy/Marine Corps Air Terminals. Performs budget formulation work involving preparation of detailed analyses and estimates of annual funding needs for one or more future years. Responsible for overall budget execution of funded programs involving monitoring obligations incurred and resulting expenditures of funds and the administration and review of requests for allotments of funds for distribution to program managers (commanders) encompassing 12 separate Operating Budget Account Numbers (OBAN). Supervises the Financial Management Division. Leads and/or performs specialized, individual economic analyses and impact studies in support of a variety of budget programs.

  • Position is centrally managed. Centrally funded PCS is authorized if not 100% telework
  • Position requires occasional, scheduled temporary duty (TDY) assignments for staff assistance to subordinate organizations
  • IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity
  • Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, PL 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program
  • Must be able to obtain and maintain a Secret Clearance
  • This is a supervisory position, a 1-year probation period is required if selected

  • Prior work or active-duty experience to determine leave accrual may be considered for this position

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0560 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of policies, precedents, goals, objectives, regulations, and other AF, MAJCOM, and installation guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs (e.g., direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and/or refunds); and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Detailed, intensive knowledge of Air Mobility Command and Transportation Working Capital Fund structure, programs and operations. Knowledge of Office of Management and Budget, Department of Defense, Air Force budgetary procedures and regulations. Comprehensive knowledge of federal appropriations law, precedents, policies and guides and controls of funds. Ability to select and apply a variety of analytical methods and techniques to budgetary processes. Documented skill in preparing multi-year, multi-appropriation budget estimates, execution reports and reprogramming of funds proposals. Ability to plan, organize, prioritize work and direct the functions and staff of the financial management office. Ability to communicate clearly and effectively orally and in writing. Ability to perform supervisory personnel management responsibilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
