This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.
Duties
The candidate will lead complex technological projects and engineering activities for Multimodal test and measurement research. Architect algorithms, hardware, and software for advanced evaluation experimentation. Enhance and develop NIST Multimodal evaluation systems. Design high-performance infrastructure for testing Multimodal AI/ML systems. Provide technical expertise to agency-wide programs. Advise executive managers on software engineering issues and collaborate internationally on policy development. Design new versions of a high performance, full-stack infrastructure and associated backend server system that will be utilized to perform automated test and measure the performance of various types of Multimodal Artificial Intelligence and Machine Learning systems and capture system performance and functionality for follow-on analysis, results comparison, and report generation for internal and external stakeholders. Provide expert technical input to other technical and scientific experts for the development of measurement technology programs. Provides guidance to managers on major software engineering issues.

Qualifications
Basic Requirements:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
Specialized Experience: In addition to the basic requirements, applicants must have one year (52 weeks) of specialized experience at the GS-12 level (ZP-III at NIST). Specialized experience is defined as:
Proficient in computer system architecture, system software, AI, and Machine Learning research.
Skilled in infrastructure design, software implementation, and technical analysis.
Experienced with Linux, AWS, Azure, VMware, Docker, OpenStack, application and web servers, and Java EE/SE. Proficient in C/C++, MATLAB, Python, R, and Ruby on Rails, SQL.
Understanding of High-Performance Computing infrastructure and implementation as it applies to software system development.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
