This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.
Duties
Application of, or research into, computer science methods and techniques to store, manipulate, transform or present information by means of computer systems.
Design and develop new test methods, quantitative approaches, models, and capability software for testing conformance of and to standards specifically within healthcare systems.
Develop and provide project leadership, requirement analysis, design, and programming capability in NIST's collaboration with industry, healthcare informatics-related standards organizations, consortia, and government agencies to advance requirement specifications and build tools and prototypes that advance the adoption of Information technology and novel test measurement techniques.
Design, develop, and implement new platform infrastructure technologies and techniques to advance test method research in conformance and interoperability testing.

Qualifications
Basic Requirements:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
In addition to the above basic requirements, applicants must have one year (52 weeks) of the specialized experience at the GS-12 level (ZP-III at NIST). Specialized experience is defined as experience with computer science that evolves and edits reference implementations for applications or tools applicable in validation, conformance, and interoperability testing; developing and implementing test methods in software using the Java programming language; understanding of software development processes (e.g., JUnit, Maven, Hudson, Redmine, Design Pattern); understanding of web development and web technologies (e.g., Spring, JSF, JQuery, Tomcat, PrimeFaces, Angular JS); and an understanding of XML technologies (e.g., XML Schema, XML Beans, XPath, and XSLT).
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
