You will serve as a PCS PROGRAM SPECIALIST in the Office of the Deputy Director Operational Support (DDOS), Human Resources Directorate (10), 10D Section of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties
You will provide expert advice and guidance to all levels of NCIS employees on the interpretation, procedures, and limitations of the Joint Travel Regulations (JTR) and other government-wide travel policies on PCS entitlements and allowances.
You will conduct PCS counseling sessions/training, process DoD National Relocation Program (DNRP) and Property Management requests, and coordinate approval signatures and funding obligations for PCS orders.
You will also compose/process Education Student Travel (EDU), Funded Environmental and Morale Leave (FEML), and Renewal Agreement Travel (RAT) requests in the Defense Travel System (DTS).
You will conduct extensive research of JTR and other travel regulations on PCS allowances; research flight costs; create cost estimates; and review orders prepared by junior specialist.
You will generate temporary duty (TDY) order for the employee and dependents that are authorized an authorized departure by OCHR to an authorized evacuation location.
You will train junior travel specialists to ensure accuracy of travel orders and counseling advice.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Researching and interpreting travel regulations to provide expert advice to management and employees on Permanent Change of Station (PCS) entitlements and allowances; and
Reviewing, providing and coordinating PCS orders for accuracy in accordance with travel regulations.
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Researching travel regulations to provide advice to management and employees on PCS entitlements and allowances; and
Creating PCS orders for accuracy in accordance with travel regulations.
