About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Wheeler Army Air Field, Hawaii.
Duties
Serves as a Budget Analyst for the US Army Network Command-Hawaii, Resource Management Division. Performs a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities.
Serves as a reimbursable manager to coordinate and process mission funded communication services and Information Technology (IT) projects for the Network Enterprise Center-HI (NEC) army customers and non-army customers.
Serves as the alternate Control Officer and maintains the records involved in the use and control of Direct and Reimbursable funds at five separate posts.
Performs budget execution and analytical functions within the battalion budget and reimbursable funds.
Compiles, consolidates and revises data.
Performs various budget functions in the formulation, execution, review, and analysis of assigned portions of the appropriated fund budget for the 30th Signal Battalion, the Army NEC and customer funded accounts across the Pacific AOR.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized experience would be demonstrated by performing budget administration functions in the formulation, execution, review, and/or analysis of assigned portions of the budget; tracking budget requirements for all baseline services in support of the organization; advising Budget Officer on the status and availability of funds in different budget accounts and from various sources of funds for various projects; and preparing data summaries for inclusion in routine and special reports on budget execution.
Specialized Experience: One year of specialized experience which includes performing budget administration functions in the formulation, execution, review, and/or analysis of assigned portions of the budget; tracking budget requirements for all baseline services in support of the organization; advising Budget Officer on the status and availability of funds in different budget accounts and from various sources of funds for various projects; and preparing data summaries for inclusion in routine and special reports on budget execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG-09).

Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
