Duties

As a Supervisory IT Program Manager at the GS-2210-15 some of your typical work assignments may include: The Mission Assurance Cyber Division conducts risk-based vulnerability assessments for the DoD to enhance the safety and security of U.S. government mission critical profiles in order to prevent and mitigate threats or the impacts of hazards to the United States and its allies and partners. The incumbent serves as the Mission Assurance Cyber Division Chief and the senior DTRA cyber assessment government representative, supervising government employees, military members, and overseeing work performed by contractors in the performance of Mission Assurance Cyber assessments. The incumbent is directly responsible for the efforts of more than 40 individuals. Oversees ten teams conducting 40 Advanced Cyber Assessments annually. These assessments are detailed, technical, risk-based assessments of critical systems, networks, and architectures that could be exploited by state or non-state threat networks or could be significantly impacted by natural or accidental hazards. Oversees the coordination of assessment requirements, methodology development, training, and assessment execution. Activities include: establishing schedules, evaluating progress, tasking problem resolution, and adjusting resource allocations. Develops the structure to integrate cyber assessment results into other joint mission assurance assessment reports. Directs program review activities including establishing schedules, evaluating progress, tasking problem resolution, and adjusting resource allocations. Directs fiscal execution to ensure achieving DoD and DTRA obligation and disbursement goals and to optimize resource utilization in furtherance of national security objectives. Formulates, submits, and defends a cohesive, comprehensive integration plan for current and future fiscal years which is capable of achieving program objectives. Reports to and provides initiatives and recommendations to the Mission Assurance Department Chief and various other senior leaders, General and Flag Officers, and Senior Executive Service members (internal and external to the organization). Supports the maturation and integration of efforts across the Mission Assurance Department. Represents DTRA in interactions with OSD, Joint Staff, CCMDs, Military Services, and other DoD and government agencies. Develops briefings and products for DoD stakeholders. Provides findings, mitigation strategies and methodologies via correspondence, briefings, memoranda, and other documentation to senior leaders throughout DoD, the interagency, and the federal government at the General Officer, Flag Officer, Senior Executive Service (GO/FO/SES) level.

  • May be required, at the convenience of the government, to perform occasional temporary duty travel (20%), both within and outside of the Continental United States
  • Must obtain the Computer Network Defense-Service Provider Specialty (CND-SP) Auditor (CND-AU) certification as identified in 8570.01M within 6 months of being assigned IA functions beginning the date they start in the position
  • Achievement of an Information Assurance Management (IAM) Level III certification in the DoD Information Assurance Workforce Improvement Program (DoD 8570.01) required within 6 months of appointment

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Extensive experience in managing and/or supervising federal civilian, military employees, and contractors to include personnel appraisals/development as well as resource allocation, task prioritization, risk evaluation, and balancing multiple complex tasks concurrently; Extensive experience in Cyber Mission Assurance, including but not limited to Vulnerability Assessments, Red Team Missions (including Cyber), Physical, and/or Analytical assessments, and/or Strategic Trend Analysis of Vulnerabilities, integrating the results of multiple assessments; Extensive experience working at or with and coordinating programs/projects across multiple organizations at the level of Office the of the Secretary of Defense (OSD), Joint Staff (JS), Combatant Commands (CCMDs) and/or Interagency coordination, and; Extensive experience providing/presenting oral and written briefings and products; examples may include extensive experience relaying and defending complex concepts and procedures and/or decision briefings and/or memos to senior leaders at the General Officer, Flag Officer, Senior Executive Service (GO/FO/SES) level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

This is a DoD Information Assurance (IA) Workforce Improvement Program (DoD 8570.01M) position. New hires' must obtain the Computer Network Defense-Service Provider Specialty (CND-SP) Auditor (CND-AU) certification as identified in 8570.01M within 6 months of being assigned IA functions beginning the date they start in the position. Candidate must show a minimum of 10 years CNO experience with a minimum of 5 years of technical team management on CNO or CYBER disciplines.

Achievement of an Information Assurance Management (IAM) Level III certification in the DoD Information Assurance Workforce Improvement Program (DoD 8570.01) required within 6 months of appointment.
