You will serve as the Deputy Explosives Safety Officer (ESO) in the Ordnance Assurance and Safety Office of NAVSURFWARCEN IH DIV.

Duties

You will ensure that all explosives safety self-assessments (ESSA's) necessary for compliance are completed as required. You will ensure that all personnel performing explosives operations aboard the activity are qualified and certified in accordance with OPNAVINST 8023.24 and all facilities have appropriate certification to perform explosives operations. You will provide direction, recommendations and support to lower-level explosive safety specialists in the oversight of personnel from other agencies, including contractors and tenant command personnel. You will support NSWC IH DIV as a tenant activity of Naval Support Activity South Potomac (NSASP) in compliance efforts of standards (e.g., safety, security, environmental, construction) that are mandated by the Commanding Officer of NSASP. You will inspect assigned active and inactive buildings, explosive storage areas, magazines or workplaces; maintaining records of the inspections, recommending and documenting actions taken to correct any deficiencies. You will conduct pre-operational checks and line checks of explosive operating lines, in conjunction with safety personnel. You will review, amend and/or approval requests for deviations or modification drawings to ensure that they comply with existing safety directives. You will develop and present of activity safety training classes that address explosives safety practices and principles.

  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing maintenance and execution of the Occupational Safety Health, explosives safety and environmental programs to ensure program compliance. Examples of Qualifying Experience may include providing safety oversight for hazardous operations conducted; operations involving weight or load testing of equipment; ordnance handling evolutions; adherence to safety's standards and precautions.
