About the Position: Serves as the Director of U.S. Army Technical Center for Explosives Safety (USATCES) with responsibility for the technical execution and management of Army wide explosives safety and chemical agent safety aspects related to the technical execution of the Department of the Army (DA) explosives safety program.

Duties

Manage Army wide explosives safety and chemical agent safety aspects related to the technical execution of the Department of the Army (DA) Explosives Safety Program. Issue DA approval for Explosives Safety Site Plans (ESSP) to include new construction or major modifications of existing explosives operating facilities. Manage and execute technical assistance and tracks explosives and chemical agent safety waivers, exemptions, Secretarial certificates and Deviation Approval and Risk Acceptance Documents (DARADs). Develop and issue interim hazard classification approval for Army munitions and explosives, to include non-standard and foreign munitions. Maintain and execute the U.S. Army Explosives Safety Test Management Program to validate, establish, or modify Explosives Safety (ES) requirements promoting research, development, promulgation, and application of ES technology. Manage an engineering program to support safety of hazardous materials and explosives. Establish performance standards and objectives that communicate organizational vision, mission, and priorities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed
  • Must obtain and maintain Safety and Occupational Health Management Career Program (CP)-12 Explosives Safety Professional Certificate Levels I and II.
