About the Position: Serves as Chief, Risk Management Division of the Defense ammunition Center's USATCES Directorate. Provides Department of the Army (DA) level management and guidance on technically complex, high-risk explosives safety fields such as: protective construction design and mitigation; quantity distance scientific testing; operational risk assessments; environmental compliance for explosives operations; chemical agent, and systems safety.
Duties
Manages the Department of Army protective construction program to protect personnel and property to mitigate the risks associated with explosives hazards in industrial and operational settings.
Analyzes and evaluates ammunition and explosives safety mishaps world-wide to ensure appropriate and timely mitigation and to identify trends, systematic causes and countermeasures.
Provides technical expertise and guidance to develop explosives safety guidelines for systems safety to include industrial equipment.
Provides expert explosives safety and risk management advice/counsel to government agencies, and the private sector on the development and interpretation of safety regulations.
Requirements

Specialized Experience: One year of specialized experience that includes as the subject matter expert for explosives safety site and construction plans for ammunition/chemical facilities; evaluates life cycle management application to explosive safety problems for resolution; and applies test management and explosives/chemical safety data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????13).
