The primary purpose of this position is to manage unit manpower, personnel actions and payroll; serve as squadron liaison to Defense Finance and Accounting Service, Air Force Personnel Center, and installation manpower, civilian personnel, education and finance offices; and advise organizational leaders on plans and strategies for managing unit human resources.

Duties
Responsible for all civilian personnel actions within the organization. Serves as the unit's single focal point to provide leadership guidance on all civilian personnel programs including performance management, career development, recruiting, performance appraisals, awards, benefits, employee relations, position reviews, details, promotions, retirements, resignations, manpower, etc.
Responsible for management of the unit manpower (UMD) and organizational charts to ensure the commander and managers have accurate visibility of all unit manpower.
Civilian Payroll Program Administrator. Manages civilian payroll programs for 49 Civil Engineer Squadron (CES) ensuring time and attendance and accurate payroll is timely and correct.
Serves as a primary point of contact for information, consultation, guidance, training and assistance on the Performance Management and Incentive Awards Programs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of an extensive body of policies and procedures governing the overall unit organization. Knowledge of duties, priorities, commitments, policies, and program goals of the organization sufficient to perform nonroutine assignments, such as independently noting and following up on commitments made at meetings; advising other on preparing correspondence, requirements for various reports, and interpreting new instructions and procedures; or locating and summarizing information from files and documents that require recognizing which information is or is not relevant to the problem at hand. Knowledge of various office automation software procedures and function keys to produce a wide range of documents that often require complex formats, and to update and revise existing databases or spreadsheets.

EDUCATION: I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of principles, concepts, and theories of personnel management, manpower and complicated civilian pay and leave rules, regulations, laws, allowances, and procedures; and the data system used.
Knowledge of analytical tools such as task analysis, job structuring, and statistical techniques.
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of unit operations and of the organization's programs, goals, objectives, functions, structures, and procedures.
Ability to design and conduct comprehensive studies and prepare solutions to broad and complex problems to include compilation, research, analysis, reconciliation, and recording of financial data, analyze payroll records and reports.
Ability to plan and organize management programs and functions of an organization.
Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
