Duties

Performs budget formulation and justification for a major segment of a DFAS Center budget or a total Center budget for the Defense Working Capital Fund (DWCF). Identifies weaknesses and problems and develops recommendations for revisions or modifications to existing systems to improve effectiveness, efficiency, and economy. Develops local Center budget policies based on interpretation of directives received from higher headquarters, budgetary precedents, and regulations. Provides instructions, planning factors, cost analysis, and budget policy guidance to Center managers for developing various organizational and program budgets. Receives approved fund targets for assigned account(s). Allocates fund to individual activities/functional areas based on an analysis of activity budget estimates, historical expenditures, projected workload, and approved funding. Provides a full range of services including financial information, trend analysis, budget guidance, and advice to Center managers and their staffs.

Qualifications

Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience at the GS-09 Level: preparing or reviewing budget estimates or financial plans for programs; monitoring financial status of funds; conducting analyses to identify funding trends and anticipate funding needs; AND using automated budgetary system(s) or computer-generated products to accomplish budgeting assignments. Specialized Experience at the GS-11 Level: applying budgetary methods, practices, procedures and regulations to provide assistance and support for budget formulation, justification or execution tasks. Examples of specialized experience include: Assisting in formulating budgets by preparing analyses of budget estimates; supporting budget execution by monitoring the obligations incurred and actual expenditures; conducting analyses or reviews to compile data for budget justification; AND using automated budgetary system(s) and computer-generated products to accomplish budget assignments. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-9, applicants must have served 52 weeks as a GS-7 or higher in the Federal service. To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date. Individuals selected are required to obtain/maintain a favorable security determination to occupy a sensitive position within the agency as a condition of employment. Education

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
