You will serve in the Resources Analysis Division in the Office of the Chief Financial Officer. The Chief Financial Officer directs the development, implementation, and administration of an integrated system of resources and financial management and manages all elements of the budget formulation and execution process.

Duties

Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Lead and manage Agency and Center level budget operations, including budget formulation and execution, through coordination with individuals across multiple Centers and multiple organizations within each Center. Serve as a subject matter expert, analyzing and resolving complex issues related to budget planning and execution. Provide Agency and center level budget plans, analyses, and briefings for management. Work directly with Agency and Center senior managers and Program and Project Managers in setting objectives to meet short and long-term budget needs and to establish activity schedules to meet planning objectives. Use SAP, BOBJ, Excel, and other financial tools to monitor actual expenses, develop project expense allocations, evaluate long-range budgets for Agency/Center projects; and recommend/implement corrective actions to resolve budgetary discrepancies. Analyze and provide recommendations for budgetary policy formulation, implantation and strategic decision making. Support stakeholders by overseeing and managing organizations budget operation's, conducting financial review and analysis related to program operations, and providing financial advice and reporting. Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. GS-13: To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Reviewing and reporting budget formulation and execution activities for programs with multi-million-dollar annual value by reviewing and assessing historical financial data and trends; Developing budget estimates, monitoring actual expenses, making recommendations, and implementing corrective actions to resolve budgetary discrepancies using integrated enterprise resources management systems and tools; Mentoring budget analysts in developing and interpreting budgetary and financial guidance and processes.
